Jack McDevitt (born 1935) is an American science fiction writer. He published his first work "The Emerson Effect" in The Twilight Zone Magazine in 1981. "A Talent for War" was published in 1989 and was reprinted several times since then. Here's a brief description of the plot of this book.

The war against aliens was ended in a peace treaty, though technically it was lost. Humans lost part of their worlds and had to comply with limitations set by the alien civilization, capable of reading thoughts as a mean of communication.

Somewhere in the Galaxy there was a faraway star, with a forgotten planet circling it. A great secret was orbiting the planet, a spaceship built with a technology lost by humans in the war. Aliens did everything they could to make people forget about that star, that planet and that ship. Because getting it could change the strategic balance and help people to re-establish their influence in the galaxy.
